James M. Strock is the principal of James Strock & Co., a San Francisco-based firm providing management consulting, communications, and negotiation/dispute resolution services.

From March 1991 to May 1997, Mr. Strock served in Governor Pete Wilson’s cabinet as California’s first Secretary for Environmental Protection. He was instrumental in the creation of the California Environmental Protection Agency (Cal/EPA) and oversaw significant advances in environmental protection while reforming the state’s regulatory processes. Under his leadership, Cal/EPA received a $100,000 “Innovation” award from Harvard University and the Ford Foundation.

From 1989 to 1991, Mr. Strock served in President Bush’s subcabinet as the Assistant Administrator for Enforcement (chief law enforcement officer) of the U.S. Environmental Protection Agency. His office played a key role in the development of the Lieberman-Wilson Pollution Prosecution Act of 1990. Prior to this, from 1988 to 1989, he was General Counsel and Acting Director of the U.S. Office of Personnel Management during the presidential transition. In 1998, Governor Wilson appointed him to the California State Personnel Board.

Mr. Strock’s other experience includes private law practice, serving as Special Counsel to the U.S. Senate Environment & Public Works Committee, and as a special assistant to EPA Administrator William D. Ruckelshaus. He also served as research director for Bailey, Deardourff & Associates during the 1978 and 1980 election cycles and was a senior analyst in President Reagan’s 1984 reelection campaign.

He was educated at Harvard College (Phi Beta Kappa), Harvard Law School, and New College, Oxford (Rotary Scholar). Mr. Strock is a frequent writer for various publications and the author of Reagan on Leadership: Executive Lessons from the Great Communicator, published in 1998 and 1999.

Since 1973, Mr. Strock has been a frequent public speaker. He has lectured internationally under the auspices of various governmental and private organizations.

Mr. Strock is a senior fellow at the Pacific Research Institute. His professional affiliations include the Council on Foreign Relations, the Pacific Council on International Policy, the American Arbitration Association, the American Bar Association (sections on Dispute Resolution, and Environment, Energy & Resources), and the Society of Professionals in Dispute Resolution. In 1996, he chaired the United California State Employees Campaign. A proponent of national service, he served as a captain in the U.S. Army Reserve Judge Advocate General Corps (1987-1996) and volunteered with Big Brothers (1983-86). He is also a member of the board of directors of the Rose Resnick Lighthouse for the Blind and Visually Impaired.
