Zach Packard
Zach Packard is NAHB Staff Counsel for the Office of Legal Affairs, focusing on land use and advocacy. Zach works actively on member issues and potential litigation. A big part of his works is with NAHB’s Legal Action Committee, which manages the NAHB Legal Action Fund. The Fund provides money to members who are either in active litigation or who will be filing litigation shortly and are facing issues of state or national significance.
David S. Jaffe is NAHB Staff Vice President, Construction Liability and Legal Research for the Office of Legal Affairs. He is the co-author of the fifth edition of Contracts & Liability and author of several other NAHB publications. He regularly advises the builder and remodeler members of NAHB on contract and liability issues and other aspects of construction law and risk management.
